These bears are extremely hard to find. According to legend (I like setting an over-dramatic scene) they were only available in Japan as part of a crisp (potato chips to you non-English) promotion in 2004. Unfortunately that's all I know about them.
I received mine brand new from an eBay seller, and they were divided into three plastic packages:
Brother and vegetable patch
Mother and two babies
Father and sister
Perhaps you could send away for just one of the sets if you wanted?
These are one of my favourite families, and I feel so lucky to have them!
